We could make a new law that all babies need to be between two people that have a 50% difference on a b&w grayscale chart. Then every 20 years reduce the percentage by 10%. After 100 years, everybody will be mixed. For couples that are less that 50% color difference, they have to get a man who is more than 50% different to father their children. If a woman has a baby from a guy that is less than 50% different, then the baby is swapped at the hospital for a different baby that is.
